מדיניות פרטיות
אירנה דובינסקי, סוכנת ביטוח ויועצת פנסיונית (להלן: "הסוכנת" או "אנו") מתייחסת בכבוד לפרטיותך ומחויבת לשמור ולהגן על המידע האישי שברשותה אודותיך. מדיניות פרטיות זו מתארת כיצד אנו אוספים מידע אישי, סוגי המידע הנאסף, אופן השימוש בו, וכן את זכויותיך בקשר אליו.
האמור במסמך זה מנוסח בלשון זכר מטעמי נוחות בלבד, ומיועד לנשים וגברים כאחד.
1. כללי
בעת השימוש באתר ובכל עמודי המשנה שלו (להלן: "האתר"), ו/או במסגרת התקשרותך עם הסוכנת באמצעי הקשר המופיעים באתר (טלפון, דואר אלקטרוני, וואטסאפ וטופס יצירת הקשר), אתה מסכים שאנו נאסוף, נשמור ונשתמש במידע אישי אודותיך באופן המתואר במדיניות זו, ומסכים לסיכונים המתוארים בסעיף "אבטחת מידע".
2. סוגי המידע הנאסף
במדיניות זו, "מידע אישי" משמעו כל מידע הנאסף על ידי הסוכנת או נמסר לה על ידיך או מי מטעמך, במסגרת השימוש שלך באתר או במסגרת התקשרותך עם הסוכנת, המזהה אותך ו/או שבאמצעותו ניתן באופן סביר לזהות אותך.
א. מידע המתקבל ישירות ממך — כאשר אתה יוצר קשר ביוזמתך
- טופס יצירת הקשר באתר — שליחת הטופס פותחת את אפליקציית הדואר במכשירך עם תוכן הפנייה (שם, טלפון, דוא"ל, נושא הפנייה והודעה) מולא מראש; אנו מקבלים את ההודעה אך ורק אם תבחר לשלוח אותה ממכשירך. הטופס אינו שולח מידע לשרת — אין שרת, אין בסיס נתונים ואין ממשק API.
- פנייה דרך כפתור הוואטסאפ הצף — פתיחת אפליקציית WhatsApp עם מספר היעד שלנו מולא מראש; תוכן ההודעה ופרטי חשבון ה-WhatsApp שלך (שם מוצג ומספר טלפון) ייחשפו בפנינו רק לאחר ששלחת.
- שיחת טלפון או דוא"ל ישירים (קישורי
tel:ו-mailto:שבאתר) — נקבל את פרטיך רק אם תבחר ליצור קשר.
ב. מידע טכני שאינו מזהה אישית — נאסף אוטומטית בעת הגלישה
- כתובת IP וזיהוי דפדפן (User-Agent) — נאספים ביומני השרת של ספק האירוח (GitLab Pages) לצורך אבטחה ותחזוקה. נתונים אלו אינם מזהים אותך אישית אצלנו ואינם נשמרים במאגר נפרד.
- שירות הפונטים Google Fonts חושף את כתובת ה-IP שלך לחברת Google בעת טעינת הפונטים. ראה סעיף "שירותי צד-ג'" להלן.
ג. העדפות שמורות במכשירך (אחסון מקומי / Local Storage)
האתר משתמש באחסון מקומי של הדפדפן כדי לזכור את העדפותיך בין ביקורים. המידע מאוחסן אך ורק במכשירך ואינו נשלח לסוכנת. שמורים שני ערכים בלבד:
a11y-prefs-v1— העדפות תפריט הנגישות (גודל גופן, ניגודיות וכו').site-lang— שפת התצוגה שבחרת (עברית / English).
תוכל למחוק ערכים אלה בכל עת דרך הגדרות הדפדפן שלך (נקה נתוני גלישה).
אינך מחויב על פי חוק למסור מידע אישי כלשהו, ומסירת מידע נעשית מרצונך החופשי ובהסכמתך. אולם, ללא יצירת קשר לא נוכל להציע לך את שירותינו.
3. בעל השליטה במידע
המידע האישי שייאסף אודותיך יישמר בידי הסוכנת. בעלת השליטה במידע (Data Controller) הינה:

4. מטרות השימוש במידע
אנו רשאים לעשות שימוש במידע האישי אודותיך למטרות הבאות בלבד:
- לאפשר לך להשתמש באתר ובתכניו;
- לטפל בפנייה שיזמת (בטופס, בדוא"ל, בוואטסאפ או בטלפון) ולהשיב לך;
- לבחון את צרכי הביטוח והפנסיה שהצגת, להכין הצעה מתאימה ולהציע את שירותינו;
- לנהל ולתחזק את תיק הביטוח/הפנסיה שלך ולייצגך מול חברות הביטוח והגופים המוסדיים, ככל שתתקשר עמנו;
- למלא אחר חובות חוקיות ורגולטוריות החלות על סוכן ביטוח (לרבות הוראות רשות שוק ההון, ביטוח וחיסכון);
- לאבטחת המידע, לרבות איתור ומניעת גישה בלתי מורשית.
אנו לא נשתמש במידע האישי שלך למשלוח דיוור פרסומי או שיווקי בלא הסכמתך המפורשת בכתב.
5. מסירת מידע לצד שלישי
אנו לא נעביר את המידע האישי אודותיך לצדדים שלישיים בלא הסכמתך, אלא במקרים הבאים:
- לחברות ביטוח, קרנות פנסיה וגופים מוסדיים — אך ורק לצורך הטיפול בפנייתך או בתיק שלך ולפי בקשתך;
- אם נידרש על פי צו שיפוטי, דרישת רשות מוסמכת או על פי דין;
- במסגרת הליך משפטי בכל מחלוקת בינך לבין הסוכנת;
- על פי בקשתך המפורשת.
6. שירותי צד-ג' שבהם נעשה שימוש
האתר מסתמך על מספר מצומצם של שירותי צד-ג':
- GitLab Pages (GitLab Inc., ארה"ב): שירות אירוח האתר. GitLab עשויה לאסוף כתובת IP וזיהוי דפדפן ביומני השרת לצורך אבטחה. מדיניות הפרטיות: about.gitlab.com/privacy.
- Google Fonts (Google LLC, ארה"ב): טעינת גופני Frank Ruhl Libre ו-Assistant. Google עשויה לאסוף את כתובת ה-IP שלך בעת טעינת הגופנים. מדיניות הפרטיות: policies.google.com/privacy.
- WhatsApp (Meta Platforms Inc.): פעיל אך ורק אם תבחר ללחוץ על כפתור הוואטסאפ. אם לא לחצת — לא מתבצעת כל אינטראקציה עם Meta.
אנו לא משתמשים ב-Google Analytics, ב-Facebook Pixel או בכל מערכת מעקב התנהגותי אחרת, ואיננו מציבים עוגיות (Cookies) משלנו.
7. אבטחת מידע
האתר הינו אתר סטטי המסופק על גבי תשתית מאובטחת של GitLab Pages, כולל אכיפת HTTPS באמצעות תעודת SSL/TLS מבית Let's Encrypt. בעוד אמצעים אלה מצמצמים סיכונים, אין הם מעניקים ביטחון מוחלט, ואיננו מתחייבים שהאתר יהיה חסין לחלוטין מפני גישה בלתי-מורשית.
8. תקופת שמירת מידע
פניות שאתה יוזם (בטופס, בדוא"ל, בוואטסאפ או בטלפון) נשמרות בתיבת הדואר/האפליקציה של הסוכנת למשך התקופה הנדרשת לטיפול בפנייתך ולעמידה בחובותינו על פי דין. מידע הנאסף במסגרת ניהול תיק ביטוח/פנסיה פעיל נשמר בהתאם לחובות החוקיות והרגולטוריות החלות על סוכני ביטוח בישראל.
9. זכויות בקשר עם המידע האישי
על-פי חוק הגנת הפרטיות, התשמ"א-1981, מוקנות לך הזכויות לעיין במידע, לתקנו או למחקו, ולקבל עותק ממנו. למימוש זכויותיך ניתן לפנות אלינו בכתב (ראה "יצירת קשר" להלן); נשתדל להשיב תוך 30 ימי עבודה. אם תחוש כי פרטיותך נפגעה, רשאי אתה להגיש תלונה לרשות להגנת הפרטיות: www.gov.il/he/departments/the_privacy_protection_authority.

11. שינויים במדיניות
אנו רשאים לשנות מעת לעת מדיניות זו. שינויים מהותיים יפורסמו בעמוד הבית 30 ימים מראש. המשך השימוש באתר לאחר השינוי מעיד על הסכמתך למדיניות המעודכנת.
12. דין חל וסמכות שיפוט
על מדיניות זו יחולו דיני מדינת ישראל בלבד, וסמכות השיפוט הבלעדית מסורה לבתי המשפט המוסמכים במחוז חיפה, ישראל.
13. ילדים מתחת לגיל 14
האתר אינו מיועד לקטינים מתחת לגיל 14. אם נודע לנו שאספנו בטעות מידע אישי מילד מתחת לגיל 14 ללא הסכמת הורה או אפוטרופוס, נמחק את המידע בהקדם.
Privacy Policy
Irena Dubinsky, insurance agent and pension advisor (the "Agent" or "we"), respects your privacy and is committed to protecting the personal information she holds about you. This Privacy Policy describes how we collect personal information, the types collected, how it is used, and your rights with respect to it.
For convenience, this document is written in the masculine form but is intended for women and men alike.
1. General
By using the Site and all of its sub-pages (the "Site"), and/or by contacting the Agent through the methods shown on the Site (telephone, email, WhatsApp and the contact form), you consent to our collection, retention and use of personal information about you as described in this Policy, and you accept the risks described in the "Information Security" section.
2. Types of Information Collected
In this Policy, "personal information" means any information collected by the Agent or provided to her by you or on your behalf, in the course of your use of the Site or your contact with the Agent, that identifies you or by which you may reasonably be identified.
A. Information you provide directly — only when you initiate contact
- The Site's contact form — submitting it opens your device's mail application with the inquiry content (name, phone, email, topic and message) pre-filled; we only receive it if you choose to send it from your device. The form does not transmit data to a server — there is no server, no database and no API.
- The floating WhatsApp button — opens the WhatsApp application with our destination number pre-filled; your message content and WhatsApp account details (display name and phone number) become visible to us only after you send.
- Direct phone or email (the
tel:andmailto:links on the Site) — we receive your details only if you choose to make contact.
B. Non-identifying technical information — automatically collected during browsing
- IP address and browser identifier (User-Agent) — collected in the hosting provider's server logs (GitLab Pages) for security and maintenance. This data does not personally identify you with the Agent and is not stored by us in a separate database.
- The Google Fonts service exposes your IP address to Google when loading fonts. See "Third-Party Services" below.
C. Preferences stored on your device (Local Storage)
The Site uses browser Local Storage to remember your preferences between visits. The data is stored only on your device and is not sent to the Agent. Two values only are stored:
a11y-prefs-v1— Accessibility menu preferences (font size, contrast, etc.).site-lang— Your selected display language (Hebrew / English).
You can delete these values at any time via your browser settings (Clear browsing data).
You are not legally obligated to provide any personal information, and providing it is voluntary and with your consent. However, without any contact, we cannot offer you our services.
3. Data Controller

4. Purposes of Use
We may use your personal information only for the following purposes:
- To allow you to use the Site and its content;
- To handle the inquiry you initiated (via the form, email, WhatsApp or phone) and respond to you;
- To assess the insurance and pension needs you raised, prepare a suitable proposal, and offer our services;
- To manage and maintain your insurance/pension portfolio and represent you before insurers and institutional bodies, should you engage us;
- To comply with the legal and regulatory obligations applicable to an insurance agent (including the directives of the Capital Market, Insurance and Savings Authority);
- For information security, including detection and prevention of unauthorized access.
We will not use your personal information for advertising or marketing communications without your explicit written consent.
5. Disclosure to Third Parties
We will not transfer your personal information to third parties without your consent, except:
- To insurers, pension funds and institutional bodies — solely to handle your inquiry or portfolio and at your request;
- If required by court order, demand of a competent authority, or by law;
- In legal proceedings in any dispute between you and the Agent;
- At your explicit request.
6. Third-Party Services Used
The Site relies on a small number of third-party services:
- GitLab Pages (GitLab Inc., USA): Site hosting. GitLab may collect IP address and browser identifier in server logs for security. Privacy Policy: about.gitlab.com/privacy.
- Google Fonts (Google LLC, USA): Loads the Frank Ruhl Libre and Assistant fonts. Google may collect your IP address when fonts are loaded. Privacy Policy: policies.google.com/privacy.
- WhatsApp (Meta Platforms Inc.): Active only if you choose to click the WhatsApp button. If you don't click — no interaction with Meta occurs.
We do not use Google Analytics, Facebook Pixel, or any other behavioral tracking system, and we do not set any cookies of our own.
7. Information Security
The Site is a static site served over a secured GitLab Pages infrastructure, including HTTPS enforcement via an SSL/TLS certificate from Let's Encrypt. While these measures reduce risk, they do not provide absolute security, and we do not undertake that the Site will be entirely immune to unauthorized access.
8. Data Retention Period
Inquiries you initiate (via the form, email, WhatsApp or phone) are retained in the Agent's mailbox/application for the period necessary to handle your inquiry and comply with our legal obligations. Information collected while managing an active insurance/pension portfolio is retained in accordance with the legal and regulatory obligations applicable to insurance agents in Israel.
9. Rights Regarding Personal Information
Under the Israeli Protection of Privacy Law, 5741-1981, you have the right to access your information, to correct or delete it, and to receive a copy of it. To exercise your rights, contact us in writing (see "Contact Us" below); we will endeavor to respond within 30 working days. If you feel your privacy has been infringed, you may file a complaint with the Privacy Protection Authority: www.gov.il/en/departments/the_privacy_protection_authority.

11. Changes to the Policy
We may change this Policy from time to time. Material changes will be posted on the home page 30 days in advance. Continued use of the Site after the change indicates your consent to the updated Policy.
12. Governing Law and Jurisdiction
This Policy is governed exclusively by the laws of the State of Israel, and exclusive jurisdiction lies with the competent courts of the Haifa District, Israel.
13. Children Under Age 14
The Site is not directed at minors under age 14. If we become aware that we inadvertently collected personal information from a child under age 14 without parental or guardian consent, we will delete it promptly.
